Legalization of cannabis will be on the ballot in 2023. And while this is exciting, we need to make sure that we neither make the mistakes of California by over-taxing cannabis (and thereby keeping the illicit market alive) nor repeat the Maryland mistakes for medical cannabis of restricting licenses to a limited number of firms that are politically and financially privileged.
In other words, even though cannabis is already on the ballot in 2023, the choice of Maryland Governor in 2022 remains vitally important for bringing about a cannabis market that is dynamic, safe, and just. We need to promote artisanal producers. We need to allow homegrown for personal consumption. We even need to go back and expunge victimless cannabis convictions. Anything less will be a victory of cronyism and corporatism.
