The Office of the Governor prepared the executive order directing all State agencies and personnel extend proper diplomatic protocols to all tribal Nations, and to their respective elected leaders and agency officials, where the Nations are independent sovereigns, on equal footing with member States of the United Nations, under treaty terms establishing the relationship between the Nations and the United States and Oklahoma Constitution Art. I, Sec. 1, where the State recognizes the supremacy of the Federal Union.
