Even after the recently appropriated $525 “dividend” is distributed, each Alaskan will still be owed $10,088 that legislators have withheld from current and previous dividends. The law determining the amount of the Alaska Permanent Dividend has not changed in nearly 40 years and still remains in effect.

Legislators often talk about the necessity of Alaska paying its debts. Indeed it should. And I see no difference here.
