While I believe an individual payer system like auto insurance would be superior to group plans that currently dominate in our country, if we retain the current system, we should at least lower the cost of COBRA coverage and create artificial groups plans based on professions or geographic regions that provide coverage to people who do not have insurance through an employer or often lose coverage due to frequent job changes. By spreading out risk, artificial group plans will cost less than individual plans, without additional debt to the government, while supporting private industry along with the jobs that they provide.
I do not believe health insurance should be mandatory, but it should be something we encourage young people to buy early by receiving lower rates than if they wait later in life, which we currently do for life insurance.
Furthermore, I believe we should make health savings accounts more prevalent, so when people receive care, they are able to use a health savings account to pay for it, rather than needing to use their personal bank account for these expenses.
