New Burchett bill uses assets of Putin allies to support humanitarian aid to Ukraine

In response to Russian Federation President Vladimir Putin's violence against Ukraine, U.S. Representative Tim Burchett (TN-02) introduced the Confiscating Corrupt Criminal Proceeds (CCCP) Act. This new legislation would use the assets of Russian and Belarusian elites to support the United States’ humanitarian aid contributions to Ukraine. 

“There would not be a humanitarian crisis in Ukraine if Vladimir Putin had refrained from starting this war,” Rep. Burchett said. “Russia is responsible for its army’s vile attacks on evacuation convoys, hospitals and apartment buildings that are causing enormous suffering among innocent Ukrainians. The oligarchs who profit off of Putin’s murderous regime should be the ones who pay for humanitarian aid to Ukraine, not American citizens who are burdened by inflated gas prices.” 

Rep. Burchett’s CCCP Act would use civil asset forfeiture to target the assets of Russian and Belarussian elites, who were sanctioned by the United States government in response to Vladimir Putin’s unprovoked attack on Ukraine. Seized assets would then be directed towards supporting the people of Ukraine through the United States Agency for International Development (USAID), which assists with humanitarian aid missions.
