Congresswoman Haley Stevens successfully secured provisions in America COMPETES that will set Michigan on a strong path to compete globally in innovation and technology
Washington, DC– Today, the House passed the America Creating Opportunities for Manufacturing, Pre-Eminence in Technology and Economic Strength Act of 2022. The America COMPETES Act makes historic investments to intensify production of American-made semiconductors, tackles supply chain vulnerabilities to make more goods in America, bolsters America’s scientific research and technological leadership, and strengthens America’s economic and national security at home and abroad. The America COMPETES Act of 2022 includes transformative, bipartisan legislation from the House Committee on Science, Space, and Technology. As the Chair of the Subcommittee on Research and Technology, Rep. Stevens played a major role in the drafting and passage of this critical legislation.

I have worked for years with premiere science agencies and my colleagues on the Science Committee to set us on a strong path to compete globally in innovation and technology. This bill reflects that hard work – built from the ground up with rigorous input from the scientific community. I am so proud of the inclusion of my the NIST for the Future Act (H.R. 4609), which is a bipartisan and comprehensive reauthorization for the agency to support U.S. competitiveness through precision measurement research, technology development, partnerships with industry, facilitating and developing standards, and support for U.S. manufacturing. Additionally, the package included my manufacturing partnership bill (H.R.4610), which expands the Manufacturing Extension Partnership program and adds two new Institutes to the Manufacturing USA network.

She successfully secured provisions in the America COMPETES Act to set Michigan on a strong path to compete globally in innovation and technology. The #AmericaCOMPETES Act contains a collection of bills and initiatives that she has long championed in Congress:
- Creates the CHIPS for America Fund – $52 billion for CHIPS for America Act which will incentivize private-sector investments to address supply chain disruptions and ensure that more semiconductors are produced here at home
- Includes Rep. Steven’s NIST for the Future Act (H.R. 4609), which is a bipartisan and comprehensive reauthorization for the agency to support U.S. competitiveness through precision measurement research, technology development, partnerships with industry, facilitating and developing standards, and support for U.S. manufacturing.
- Includes Rep. Steven’s manufacturing partnership bill (H.R.4610), which launches pilot program of expansion awards for Manufacturing Extension Partnership centers to provide services for workforce development, resiliency of domestic supply chains
- Builds a strong and diverse STEM workforce that is equipped with the knowledge and skills to meet the needs of today’s industries and make breakthrough discoveries that will launch future industries
- Increases funding for industries of the future – quantum information science, artificial intelligence, cybersecurity, privacy, engineering biology, advanced communications technologies, semiconductors, and much more.
- Establishes a national supply chain database to track disruptions in U.S. supply chains
- Creates nearly 1 million additional apprenticeship opportunities over the next five years
