Creating Opportunity: Quality public education is the key to opportunity. As a member of the Education and Labor Committee, Kathy is fighting to ensure every child can attend a great public school, regardless of their zip code. Kathy supports the creation of universal pre-k, an increase in Title I funding, and investments in school infrastructure. She’s also working to increase the availability of vocational and technical education for those who want to learn skills to prepare for a good-paying job. 

Technical and Vocational Training to Land a Good Job: Kathy is working to increase access to apprenticeship opportunities as well as vocational and technical education and training programs to shrink the skills gap and prepare our workforce for the 21st century economy. She supports legislation to allow parents to use 529 college savings plans on skills and apprenticeship programs.

Affordable Higher Education: Kathy believes a quality education provides the foundation for success in the 21st century economy. Every student should have access to an affordable post-secondary education, including community colleges, four year universities, or technical and vocational institutions. Kathy supports finding ways to make higher education more affordable for all families, including increasing Pell Grants, allowing Pell Grants to be used year round, improving student access to the most competitive loan rates, and allowing student borrowers to refinance their federal student loans when better rates are available. During her first year in Congress, Kathy was proud to vote for an increase to the Pell Grant award. Kathy also supports fixing the existing Public Service Loan Forgiveness program to help public servants focus on serving their communities, rather than worrying about how they will pay back their loans. 

HBCUs Make America Strong: North Carolina has more Historically Black Colleges and Universities (HBCUs) than all but one other state in the country. HBCUs educate a significant number of first generation and low-income students, providing pathways to opportunity for communities in need, and they deserve robust support. Kathy was honored to sit on the Bennett College Re-engineering Committee to help the college chart a steady course for the future. In Congress, Kathy is a member of the Bipartisan HBCU Caucus where she advocates for greater financial support for these institutions and expanding opportunities for the students they serve.
