U.S. Rep. John Rose Submits Amendment to Pay for Ukraine Assistance with New IRS Agents Funding

Washington, DC—Today, U.S. Rep. John Rose submitted an amendment to the Continuing Appropriations and Ukraine Supplemental Appropriations Act. The amendment would pay for the $12.3 billion in assistance to Ukraine by transferring $12.3 billion originally destined for the Internal Revenue Service from the Inflation Reduction Act and rescind the remaining $67.3 billion provided to the IRS in that same act which could be used for a number of things, among them to hire 87,000 new IRS agents to target the middle class. Rep. Rose’s amendment would prevent the IRS from hiring the thousands of new agents as intended in the Inflation Reduction Act and pay for the Ukraine assistance with those funds. In the bill’s current state, the $12.3 billion in aid for Ukraine is paid for by taking on new debt.

Congressman Rose testified before the House Rules Committee in support of his amendment, stating: “I believe that if assisting Ukraine is something we want to do, we ought to find a way to pay for it instead of putting it off for future generations to figure out. It is wildly irresponsible for Congress to continue to mortgage our children and grandchildren’s future for the sake of these decisions.”

Background: On August 16th, 2022, President Biden signed the so-called Inflation Reduction Act into law, which would hire approximately 87,000 new IRS agents. According to an analysis from the nonpartisan Congressional Budget Office (CBO), at least $20 billion of the new revenue Democrats hope to collect from taxpayers will come from lower- and middle-income earners and small businesses.

U.S. Representative John Rose is currently serving his second term representing Tennessee's Sixth Congressional District and resides in Cookeville with his wife, Chelsea, and their two sons, Guy and Sam. The Sixth District includes Cannon, Clay, Coffee, Cumberland, DeKalb, Fentress, Jackson, Macon, Overton, Pickett, Putnam, Robertson, Smith, Sumner, Trousdale, White, and Wilson counties as well as portions of Cheatham and Van Buren counties. Representative Rose is an eighth-generation farmer, small business owner, and attorney, and currently serves on the House Financial Services Committee.
