Washington, D.C. — Rep. Donald M. Payne, Jr. helped pass the America Creating Opportunities for Manufacturing Pre-Eminence in Technology and Economic Strength (America COMPETES) Act of 2022 recently. The bill (H.R. 4521) provides new and significant investments in American research, innovation and manufacturing to bolster the country’s competitiveness in global markets. It includes Rep. Payne, Jr.’s amendment to allow school districts to include local libraries in education grant funding so students could take computer science classes after school hours.
“America’s economic prosperity depends on our ability to invent the technologies and build the products of the future,” said Rep. Donald M. Payne, Jr. “It is unfortunate that so many products on American shelves are made in other countries. American manufacturing created our strong middle class and provided a living wage for millions of American workers and families. But it has been eroding as foreign countries increase their research and manufacturing sectors. We need this bill, and others like it, to regain and retain our position as the number one center for product innovation and development in the world.”
The bill accelerates U.S. production of critical semiconductor chips with a $52 billion investment in national chip manufacturing. This funding will increase chip supply and the number of goods that can be made in America. The bill includes $45 billion to speed up American’s supply chain so goods can get into stores faster nationwide. It will lower inflation and eliminate the country’s product shortages caused by increased demand after COVID-19 economic disruptions. In addition, the bill makes new investments in scientific research, technology and innovation to help America discover the new inventions and products that will drive the global marketplace.
