Washington, D.C. — Rep. Donald M. Payne, Jr. supported an appropriations bill today to fund nine local projects to improve life for his constituents in New Jersey’s 10th Congressional District.

The bill, Consolidated Omnibus Appropriations Act (H.R. 2471), includes $3.3 billion that could be used to build the Hudson River Tunnel project of the Gateway Program and $5.6 million for the nine local projects.  Rep. Payne, Jr. secured funding for projects that included renovations at Newark Community Health Center, restoration work for the Metropolitan Family Health Network in Jersey City, a recreational park in Hillside, a new STEAM (Science, Technology, Engineering, Arts and Mathematics) and community school in Newark, community service programs for the International Youth Organization, and a new child and human development center in Jersey City.    

I am proud to support this spending bill because it provides funding for projects that are critical to our nation and my 10th Congressional District,” said Rep. Donald M. Payne, Jr.  “I worked to make sure the bill included additional funds for the Gateway Program, the most important rail transportation project in the nation.  In addition, I am always fighting for more funding for our local projects.”        

In addition, this appropriations bill funds several critical programs for American students, workers and families, such as:

  • $24.6 billion for Federal Student Aid Programs
  • $17.5 billion for grants to local educational agencies
  • $17.5 billion for early childhood care, development and education
  • $6.5 billion for improved substance abuse and mental health services
  • $8.5 billion for the Centers for Disease Control and Prevention (CDC)
  •  
  • $1 billion to improve maternal and child health

Overall, this appropriations bill provides $1.5 trillion in domestic spending for the 2022 fiscal year and includes $13.6 billion for security and humanitarian aid for Ukraine during that country’s war with Russia.
