Washington, D.C. — Today, Rep. Donald M. Payne, Jr. voted for historic legislation that protects the very bedrock of our democracy, a peaceful transfer of power. The Presidential Election Reform Act, (H.R. 8873) makes the congressional process of certifying our presidential elections clear and declares its sacredness. It will ensure that Congress receives electoral certificates from each state and maintains Congress is responsible for counting electoral votes as required by the United States Constitution. Further, it reaffirms that the role of the vice president of the United States during the electoral process is merely ministerial.
“I voted to protect our electoral process from the evil of tyranny,” said Rep.
