Grassley Wants Accounting For Watchdog’s Failures In Defense Dept. Cloud Computing Review

Sen. Chuck Grassley (R-Iowa) is seeking answers and an independent investigation into the faulty review of the Defense Department’s (DoD) now-defunct Joint Enterprise Defense Infrastructure (JEDI) contract conducted by the DoD Office of Inspector General (OIG).

The report released by the OIG about the JEDI contract contains multiple inaccuracies and material omissions, leaving the public, Congress and the department with an incomplete and faulty set of facts as the department embarks on a massive new cloud computing contracting process.

“This selective editing significantly altered material elements of the report, downplayed the impact of key players, and fundamentally altered the reader’s conclusions. This conduct is unacceptable and will potentially have a lasting negative impact on future OIG actions. The Department needs to be aware of the totality of mistakes surrounding the JEDI program to avoid repeating this mishandled process as it moves into the Joint Warfighter Cloud Capability (JWCC) program. Those lessons can’t be learned if the OIG doesn’t perform a proper JEDI review,” Grassley wrote in a letter to Acting Inspector General Sean O’Donnell.

In a letter to the DoD OIG, Grassley is seeking the production of the full OIG case file for the JEDI review. He also presses for answers on a litany of questions, including why certain personnel were not questioned or accurately described in the report and whether the OIG engaged in the practice of “rounding” in order to smooth over any potential controversy.

Grassley is also asking the Council of Inspectors General on Integrity and Efficiency (CIGIE) to conduct an independent review of the failures of DoD OIG’s JEDI review.
