Throughout her career, Donna has been a tireless advocate for protecting our environment, cleaning up the Chesapeake Bay, and creating a clean energy economy that will spur innovation, increase prosperity, and create jobs in Maryland and across the country. She knows we must immediately take the bold action needed to address the climate crisis, like investing in sustainable infrastructure to meet the energy demands of the 21st century, with a path to 100% clean energy sources which will help to lower energy prices and create good-paying union jobs.
Too many low-income communities and communities of color throughout the 4th District have borne more than their share of environmental degradation, and suffer from much higher asthma rates, cancer clusters, and other diseases as a result of polluters’ misdeeds and a political system that lets them get away with it. Donna will focus federal dollars from the Bipartisan Infrastructure And Jobs Act to clean up these areas and hold polluters accountable.
Maryland has the fourth-longest tidal coastline and is the third most vulnerable state to rising sea levels. From the restoration of Poplar Island to the Chesapeake Bay's oyster population and the Anacostia River Restoration project, Donna fought in Congress to protect Maryland's environmental future. By working with members of the Maryland Delegation and other states that comprise the Bay's watershed, she funded programs to reduce pollutant run-off and restore the blue crab and oyster populations that are so critical to our region's tourism industry and economic livelihood.
Donna also led the fight for legislation to reauthorize the 18-year-old Chesapeake Bay Environmental Restoration Program and guaranteed full access to the Harbor Maintenance Trust Fund to allow the dredging of the Port of Baltimore - ensuring it remains an economic engine for the state of Maryland. Donna fought for water resources grants for sustainable, green infrastructure in stormwater development projects. And she fought to protect the Clean Air Act and the Clean Water Act, continuing to clean up the Chesapeake Bay that thousands of watermen count on for their livelihoods.
Residents of the 4th Congressional District face some of the longest commutes in the region, contributing to increased carbon emissions and poor air and water quality. This is why Donna has championed locating more federal facilities in the congressional district to lessen the impact on our environment and to improve the quality of life of our residents. Donna has been a leader to ensure the safety of the Metro system for commuters and over 20 million tourists who visit the nation’s capital annually. She passed bipartisan legislation for metro safety following the deadly Red Line accident in 2009. Donna will work hard to ensure that Metro and its workers continue to have the resources that are needed for operations and maintenance of the system.
