Donna believes that democracies are under threat around the world. U.S. foreign policy should promote democracy, human rights, and peacebuilding. Donna values international institutions to resolve conflicts through diplomacy. She supports rebuilding the nation’s diplomatic corps that was hollowed out by former President Trump. Donna believes that Congress cannot abdicate its constitutional authority when a president seeks military intervention; Congress must debate and authorize the use of force.

Donna has traveled to every continent and understands firsthand the challenges to democracies worldwide. She served on the Bipartisan Human Rights Committee, often hearing directly from survivors of human trafficking, child soldiers, war crimes, and other human rights abuses, including assaults on speech, threats to journalists, and human rights defenders.  She heard from women victims whose womanhood made them more vulnerable to war criminals.

As a member of Congress and through her work as co-chair of the Afghan Women's Task Force, Donna is a strong advocate among the international community in calling for the Afghan government to make Afghan women's rights a priority and ensure their security and engagement. Donna supports a strong international response to the military takeover by the Taliban, including conditioning aid and safeguarding the release of frozen Afghan assets, to ensure that resources go directly to the Afghan people.
