Congressman Steve Cohen (TN-09), Co-Chairman of the Commission on Security and Cooperation in Europe, also known as the Helsinki Commission, today agreed to co-sponsor H. Res. 1113, Calling on the Secretary of State to designate the Russian Federation as a state sponsor of terrorism, and H.R. 8568, the Russia is a State Sponsor of Terrorism Act. Congressman Cohen introduced a resolution in June calling Russian action in Ukraine a genocide and has recommended to Secretary of State Antony Blinken that Russia be removed from its permanent membership on the United Nations Security Council.

Congressman Cohen made the following statement:

“Events in recent weeks, including destruction of the civilian power grid and attacks on hospitals, schools, and apartment complexes, make clear that Russian forces in Ukraine, often using Iranian drones, are acting as terrorists, not a legitimate military. Russia must be held out as a pariah on the world stage and lose its stature as a world leader.”
