Constitutional Amendment to Secure a Basic Social Safety Net

Social Security for the Elderly, Unemployment for the Labor Force, Medicaid for the poor. 

These are the only social programs we want to Constitutionally protect.  Social Security was created during President Roosevelt’s terms because they knew they were taking chances with new economic policies that were risky; specifically, Keyesnian Economics which advocated negative spending that Congress doesn't seem to be able to overcome even today with a National debt exceeding $23 trillion.  Unemployment is a social program that dates all the way back to Bizmark in Germany and is just as sound an idea now as it was then to cover periods of routine national unemployment.  Medicaid is also another sound idea provided by each State, not  at the Federal level, but undergirded by Federal grants.    These three safety nets are worthy for us to preserve constitutionally for the American people.
